Non-Regression: Delay with white patch is seen while opening Emoji palette from 'Show input options in the shelf'

Chrome Version:66.0.3359.158/10452.85.0 Stable-channel Daisy,Candy,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign into user >>Open chrome://settings/languages >>Input method 
(2)Turn On the toggle button of 'Show input options in the shelf'
(3)In Input methods overlay,click on Emoji palette and Observe

Actual: Delay with white patch is seen while opening Emoji palette from 'Show input options in the shelf'
Expected: No such delay should be seen while opening Emoji palette from 'Show input options in the shelf'

This is a Non-Regression issue seen from M-62

Note: 
1.Issue is not seen in Windows,Linux OS
2.Issue is not seen while opening Emoji palette from On-screen keyboard

Looks like some performance issue, we're doing some UI refactor, which could potentially fix this.

Similar to crbug/836164

This bug has a target milestone that has passed.  Please help bug cleanup: mark it closed or update/remove the milestone target.

it's performance issue with old ui, new ui doesn't have this issue.
