Non-Regression: Unnecessary reload of the PDF info page when PDF is downloaded from info page

Chrome Version:66.0.3359.158/ 10452.85.0 Stable-channel Daisy,Candy,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Download any sample PDF
(2)In Files app, Get info of it 
(3)click on download button in Info page and observe the info of PDF while it downloads.

Actual: Unnecessary reload of the PDF info page 
Expected: No such unnecessary reload should be seen

This is a Non-Regression issue seen from M-62

Note: Issue is not seen in Windows,Linux OS

@fukino : Please confirm the issue
