[MacViews-Browser] Delay is seen in loading of tab-strip when maximizing the browser.

Issue descriptionChrome Version: 68.0.3419.0 (Official Build)Revision 222512a0ce7deab81dad3af945bad2196e8a8838-refs/heads/master@{#555962} (32/64-bit) OS: Mac(10.12.6, 10.13.1, 10.13.5). Pre-Condition: Enable 'Use Views browser windows instead of Cocoa' flag from chrome://flags Steps to reproduce: 1. Launch chrome, go to NTP, Minimize the browser window. 2. Maximize the browser. 3. Observe tab-strip when maximizing the browser. Actual Result: Slight delay is seen in loading of tab-strip after maximizing the browser (When above mentioned flag is enabled). Expected Result: Delay should not be seen on loading of tab-strip after maximizing the browser. This is a Non-regression issue seen from ‘M-67’ series(#67.0.3381.0) Note: 1. Issue is also reproducible on Beta #67.0.3396.30, Dev #68.0.3409.2. 2. Issue is not reproducible on Win(7,8,8.1,10) and Linux(14.04 LTS) OS

Yep, it's exactly the same bug and is not limited to the top bar. Most everything in BrowserView (aside from the content area) is affected. |
