Regression:Focus ring doesn't appear properly on 'background page' link button in chrome://extensions/

Chrome Version: 68.0.3419.0 (Official Build)Revision 222512a0ce7deab81dad3af945bad2196e8a8838-refs/heads/master@{#555962} (32/64-bit) 
OS: Windows (7,8,8.1,10),Linux (14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://extensions/
(2)Click on developer mode, press tab key till focus reaches 'background page(inactive)' link button,observe.


Actual: Focus ring doesn't appear properly on 'background page' link button(i.e thinner from bottom)

Expected: Focus ring should appear properly on 'background page' link button.

This is a regression issue broken in 'M65' and below is the manual bisect info
Good Build: 65.0.3285.0(Revision:521572)
Bad Build:  65.0.3286.0(Revision:521956)


Note:
1.Issue is also seen on M-66 Stable (build # 66.0.3359.139),M-67 Beta (build #67.0.3396.30) and M-68 Dev (build #68.0.3409.2)
2.Focus ring appears chopped on Mac OS X(10.12.6,10.13.1,10.13.5)

You are probably looking for a change made after 521600 (known good), but no later than 521601 (first known bad).
