OPTION text in a popup doesn't apply text-transform correctly

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Steps to reproduce the problem:
1.  Go to https://plnkr.co/edit/rzl4xy4uAJLz553TVSbD?p=preview 
2. Check CSS

What is the expected behavior?
The test in drop down should be in lower cases 

What went wrong?
The options in drop-down are in upper cases.

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 66.0.3359.139  Channel: stable
OS Version: OS X 10.13.4

Able to reproduce this issue on reported version 66.0.3359.139 and on latest canary 68.0.3323.0 using Mac 10.12.6, Windows 10 and Ubuntu 17.10

NOTE: In Mac, observing entire text in Uppercase (Ex: TEST 1) where as in Linux and Windows entire text in lower case(Ex: test 1)

This issue is seen from M-60. Hence considering this issue as Non-Regression and marking as Untriaged.

NOTE: Issue is working fine in Firefox and Edge.
