Chrome UI (tabs, URL bar) disappears when disconnect/reconnect external monitor

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Steps to reproduce the problem:
1. Chrome is stretched to full screen (not the green button full screen) on an external monitor (powered by Thunderbolt to DisplayPort) 
2. Download something, so the download bar is open at the bottom of the Chrome UI. 
3. Unplug external monitor
4. Replug external monitor
5. Tab UI, URL bar and bookmarks disappears.

To restore UI, either close the Download bar or press the green button to make full screen, then return it to normal size

What is the expected behavior?
UI stays the same

What went wrong?
The browser UI disappeared. Screenshot demonstrates!

Thanks for the report. This is already tracked in  issue 829201 . Can you please try latest Canary Build and check if this issue is fixed? Please see comment #24 in  issue 829201 .
