Currently check_image_version.py has two parts of functions; The first one is to check whether image version is under expectation and the second is to update recovery image from Google factory server (if enabled).

From name of pytest, users are not easy to figure out there is an update function in this pytest but just think version check is the only one. Therefore we can split it to two pytests in order to make them more clear to leverage.
