ChromeVox: Step size for changing range input too high

Issue description
Chrome Version : 66.0.3359.139
OS Version: 10.0

What steps will reproduce the problem?
1. go to https://jsfiddle.net/vfxvu84w/
2. focus the slider and try to change the values using the keyboard arrow keys -> values can be changed with step size 1
3. enable chromeVox, focus the slider and try to change the value using the keyboard arrow keys -> step size is suddenly 99, which is way to high to use the slider in an useful way
What is the expected result?
Even if ChromeVox is active the step size for changing the slider value should be 1.
What happens instead of that?
The step size for changing the slider by keyboard with chromevox active is 99.
Please provide any additional information below. Attach a screenshot if
possible.

Able to reproduce this issue on reported version 66.0.3359.139 and latest chrome 68.0.3423.0 using Win 10, mac 10.13 and Linux 14.04 platform. Steps: ---------- 1. Launched Chrome 2. Navigated to https://jsfiddle.net/vfxvu84w/ 3. focused the slider and tried to change the values using the keyboard arrow keys->Observed values changed with step size 1 4.enabled chromeVox, focused the slider and tried to change the value using the keyboard arrow keys -> Observed step size 99. Tested this issue on M60 observing similar behavior, so considering this is a non-regression issue and marking it as untriaged. Thanks!

The ChromeVox Classic extension for Windows, Mac, and Linux is currently in maintenance mode and will continue to be offered in the Chrome Web Store. We recommend using a native screen reader with Chrome such as JAWS, NVDA, VoiceOver, or TalkBack. We support ChromeVox in the Chrome OS operating system on Chromebooks.
