Options related to extensions are missing on 'Extension option' overlay.

Chrome Version: 68.0.3418.0 (Official Build)Revision 5319d9b60c08fee2ca45593c7a67688408ce5d73-refs/heads/master@{#555651} (32/64-bit).

OS: Win(7,8,8.1,10), Linux(14.04 LTS) and Mac(10.12.6, 10.13.1, 10.13.5).

Test-URL: https://chrome.google.com/webstore/search/timebite%20online%20wasted?utm_source=chrome-ntp-icon

Steps to reproduce:
1. Launch chrome, navigate to above url and install the extension.
2. Right click on extension icon in omnibox and select 'Options' from context menu.
3. Observe Extension options overlay.

Actual Result: Extension options are missing on 'Timebite - Online wasted time tracker' extension option overlay.
Expected Result: Options related to extensions should be seen.

This is Non-regression issue seen from ‘M-60’ build #60.0.3072.0

Note: Issue is also reproducible on Beta #67.0.3396.30, Dev #68.0.3409.2, Stable #66.0.3359.139

Apparently, this is a problem with the extension, not with Chrome, because if you open the settings URL directly, an empty page is shown:
chrome-extension://mkpcepodmbdmbpenhmmkipbijpblfjik/html/settings.html

Same is observed since at least Chrome 23 (I can't run earlier builds in Windows 7).
