OS: Win (7, 8, 8.1, 10), Mac (10.12.6, 10.13.1, 10.13.5) and Linux (14.04 LTS).

Precondition: Download any file in browser.

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://downloads page and open dev tools window on it.
(2) Click on 'Toggle device toolbar' icon then click on More action icon of download page.
(3) Press down arrow key to shift focus and observe.

Actual: Unwanted default highlight is stays on 'Clear all' option even if focus shifted and it overlaps with grey highlight in emulator mode.

Expected: No such a overlapping should seen.

This is a regression issue, broken in 'M66' below is bisect info:

Good Build:66.0.3352.0(Revision: 538314)
Bad Build: 66.0.3353.0(Revision: 538677)

You are probably looking for a change made after 538571 (known good), but no later than 538572 (first known bad).
