Screen reader doesn't consistently read download estimates;differentiate between download times |

Issue descriptionChrome version 68.0.3418.2 (Official Build) canary (64-bit) Chrome version 68.0.3409.2 (Official Build) dev (64-bit) NVDA version 2018.1.1 JAWS version 2018.1804.26 ILM Windows Version 1709 (OS Build 16299.371) Repro steps: # Launch any screen reader (NVDA/Jaws) # Navigate to any webpage with a download, particularly containing a huge file such as https://www.microsoft.com/en-us/software-download/windowsinsiderpreviewadvanced or https://download.gimp.org/mirror/pub/gimp/v2.10/windows/gimp-2.10.0-x64-setup.exe # Follow required steps to download the file multiple times simultaneously # Use F6 and tab to put the focus on just one of the downloads Expected: announces download estimates consistently if focus is on the relevant section in the downloads bar Actual: Screen reader announces alerts about time left every few seconds. It's unclear which download generated the alert and how frequently the alerts will come. We should consider if there needs to be different behavior depending on where focus is located. Both JAWS and NVDA show the same behavior.

Comments from a user: "I don’t want to constantly be told a download’s progress. For long running downloads, being constantly told that the download is in progress is really annoying, especially if I’ve switched to another tab or page and am doing something else. There’s no easy way for us to suppress such messages in a locale independent manner and so I’m hoping that you’ll eliminate these. When Chrome doesn’t have focus, it shouldn’t fire any download related events."
