Canvas 2D are running very slow on Chrome 65/66 under macOS El Capitan

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.117 Safari/537.36

Steps to reproduce the problem:
1. Be sure to run macOS El Capitan
2. Be sure to browse Chrome 65 or 66.
3. Open Chrome FPS Meter.

What is the expected behavior?
Running smoothly, 60FPS.

What went wrong?
Browser is running between 5 and 15 FPS.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 65, 66  Channel: n/a
OS Version: OS X 10.11
Flash Version: 

Works smoothly on macOS Yosemite, Sierra and High Sierra.

Able to reproduce this issue on Mac OS EI Capitan on M-65 build using https://www.browserstack.com/ website, as Mac EI Capitan is not available at TE end.
Unable to reproduce the issue on MacBook Air 10.12.6 and MacBook Pro 10.13.3.

Can observe the browser is running between 5 and 15 FPS in M-65 chrome build.
Could test this issue only on M-65 build as only this is available on www.browserstack.com website.
Attached is the screen cast for reference.

Hence marking this issue as Untriaged for further updates from Dev.

Still no reply from #5 -- we need about:gpu to make any progress on this.
Hi, any updates ?
From #5, I wanted a printout from about:gpu on the affected machine.

This is not likely to be fixed -- 10.11 is dangerous to be running at this point.
