Foreign language characters (Italian) are intermittently incorrect.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Use Chrome settings to add all Italian languages.
2. Navigate to URL provided and note book title in bold lettering at top of this web page. (Title is in Italian.)
3. Hit reload button repeatedly and watch book title. Typically after about three or four reloads, the  special characters in the book title will change from "ò" (correct) to "ň" (incorrect) and from "è"(correct) to "č" (incorrect) or vice versa.
4. Continue to reload the page, and you'll see this pattern continue (i.e., special characters change from incorrect to correct characters or vice versa).

What is the expected behavior?
Correct foreign characters should render correctly in the browser at all times.

What went wrong?
I don't know.

Did this work before? N/A 

Does this work in other browsers? Yes

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 17.10 using chrome reported version #66.0.3359.139 and latest canary #68.0.3419.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

Requesting someone from the UI>Browser team to take a look and update as per C#3. 

Note: Issue is non regression and still observed on canary version.
