All regressions are in cc:effective_size_avg which is expected because decode caching moved from skia to cc. There is equivalent decrease in skia memory: https://chromeperf.appspot.com/report?sid=5f307eda8f1516572361a96f6005669c78fca192c779f0fdef93360393487dfd
