[Findit] A broken build can cause Findit abort analyses because Findit cannot get needed info from it

Issue description

For example: https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Mac10.10%20Tests/31320

Findit could not get all needed info from the data of this build, so some assertion may be fired. for example: https://chromium.googlesource.com/infra/infra/+/f4c1672d4c35909ffec998d185726a5585fcf78c/appengine/findit/services/step_util.py#125

I think Findit should just ignore such builds that don't have enough info for Findit to analyze.
