The metric /chrome/infra/findit/outgoinghttpstatus keeps track of the http response statuses Findit gets from calling its dependencies (buildbucket, milo, gerrit, gitiles, etc.)

If any given hostname returns a high rate of 500s (10%) for over an hour, an alert should be raised.
