If Findit finds a culprit and determines that action needs to be taken (such as filing a bug, commenting on a bug, creating or committing a revert) and such action fails, then we need to raise an alert.

The /chrome/infra/findit/culprits metric includes such failures for the types that end in "_error".

A threshold of 1 should be good enough to raise an alert.
