Scrolling using Windows precision touchpad is inconsistent

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.30 Safari/537.36

Example URL:
https://www.reddit.com/

Steps to reproduce the problem:
1. Open reddit.com
2. Make sure the redesigned version is enabled
3. Click a link to go to the comments
4. Using a laptop touchpad, use the two finger scroll gesture

What is the expected behavior?
Scrolling is reactive and consistent

What went wrong?
The page either doesn't scroll at all, or it scrolls inconsistently before failing

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes 65

Does this work in other browsers? Yes

Chrome version: 67.0.3396.30  Channel: beta
OS Version: 10.0
Flash Version: 

This happened on Chrome 66 and Chrome 67, seemingly since Windows Precision support was introduced.
The scroll wheel still works, but the touchpad will only be fixed once the mouse is used to move the scrollbar.
Zooming also stops working once this issue happens
Not a website design problem. Microsoft Edge can scroll through these websites fine.

Unable to reproduce the issue on Win-10 touchpad using chrome reported version #67.0.3396.30 and latest canary #68.0.3418.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened reddit.com
2. Made sure the redesigned version is enabled.
3. Clicked a link to go to the comments.
4. Using a laptop touchpad, used the two finger scroll gesture.
5. Observed that scrolling is reactive and consistent as expected.
Note: Also tested by scrolling pages on other websites such as https://www.theverge.com/ and did not observe any scrolling issue.

bjosephmitchell@ - Could you please check the issue on latest canary #68.0.3418.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

For future reference, the version of Reddit krajshree@chromium.org visited was not the redesigned version. To view the redesign, you have to be signed in.

Despite this, I followed your instructions and found these results

The latest Canary doesn't have the issue.
Incognito mode also doesn't show any issues.
The scrolling was still inconsistent when I visited those sites again.
I disabled any extension that was affecting the display of a webpage (Stylish etc.) and the problem disappeared.

So I'll go ahead and say that there may still be some bugs with the scrolling with a touchpad, but none of these bugs are present in an unmodified version of Chrome.

bjosephmitchell@: thanks for the report. Could you try Chrome Canary (M68) and see if it's any better there?
We have noticed some devices sending message with incorrect order. eg. OnContentUpdate before DM_POINTERHITTEST. I have a patch to fallback this issue. Please try the latest Canary see if the fix addressing your issue. Thanks.

Unable to reproduce the issue on chrome version #67.0.3396.30 using Windows-10 with steps mentioned below:
1) Opened redesigned version of reddit.com and signed into it
2) Clicked a link to go to the comments, using a laptop touchpad, used two finger to scroll the page
3) Observed scrolling is reactive and consistent

@Reporter: Please find the attached screencast for your reference and provide your comments on it, if possible could you please provide the screencast of the issue which helps us in better understanding, any further inputs on this issue will most helpful.

I have a new patch for fixing crbug/839338 which maybe related to this issue at 68.0.3426.0. Please try out the new version.

If you can still reproduce this issue, please give me more details:

1. Windows 10 detail version. eg Win 10 1709 16299.309
2. Detail laptop model. eg Dell XPS 13 9343
