Refresh tab hit testing should be rectangular at top |

Issue descriptionRegardless of the visible tab shape, the hit testing for tabs in Refresh should probably treat the tops as rectangles. A sample effect of this would be that in maximized mode, moving the mouse across the top edge of the screen should not have any "dead zones" between tabs.

Note that if the window is restored and we end up rendering background tabs with visible shapes (e.g. for themes), it's not clear to me whether we should do rectangular hit testing.

Right now, it's not doing the rectangular thing. Only when maximized does it do that. It's easily changed should the need arise.

Not done. We hit-test rectangularly for maximized windows but not restored windows.
