ChromeOS auto updater stalls ARC++ network (PlayStore, etc.)

Issue description

Chrome Version: M67
OS: ChromeOS

What steps will reproduce the problem?
(1) Let the auto updater download a new image
(2) Try in parallel to install some new apps via PlayStore

What is the expected result?

Android download goes on in parallel and has priority over ChromeOS system image transfer.

What happens instead?

Android will be locked (no download, no install, ..) and the user does not know why for an extended period of time (30 minutes?).

us identify the root cause and more rapidly triage the issue.

Not sure why this came my way. It's either an ARC++ issue, update engine, or something in network or file IO.
