I'm travelling with an 18W USB-C charger and everytime I connect it to my Pixelbook get a "Low-power charger connected" notification" -- tens of times a day. I think it's safe to assume that users eventually get it -- could we please rate-limit that notification?

(To add insult to injury, the charger actually *is* sufficient to charge the device even while I'm using it.)
