Regression:Focus ring doesn't appear on any option of edit bookmark overlay after tap/touch.

Chrome Version: 68.0.3418.0 (Official Build)Revision 5319d9b60c08fee2ca45593c7a67688408ce5d73-refs/heads/master@{#555651} (32/64-bit)
OS: Windows 10 Touch device

What steps will reproduce the problem?
(1)Launch chrome and click on bookmark icon of any page such that overlay appears.
(2)Now tap on 'folder' field to open drop down and observe the focus.

Actual: Focus ring doesn't appear on any option of edit bookmark overlay after tap/touch.

Expected: Focus ring should appear on all option of edit bookmark overlay after tap/touch.

This is a regression issue broken in 'M64' and below is the manual bisect info
Good Build: 64.0.3256.0(Revision:513349)
Bad Build:  64.0.3257.0(Revision:513642)

Note: 
1.Issue not seen on Windows (7,8,8.1,10),Linux (14.04 LTS) & Mac OS X(10.12.6,10.13.1,10.13.5)
2.Issue is also seen on M-66 Stable (build # 66.0.3359.139),M-67 Beta (build #67.0.3396.30) and M-68 Dev (build #68.0.3409.2)

You are probably looking for a change made after 513360 (known good), but no later than 513361 (first known bad).
