[Task Manager] Blue highlight appears broken for 'App:Feedbacck' task after terminating shockwave process.

Issue description

Chrome Version: 68.0.3418.0 (Official Build) Revision	5319d9b60c08fee2ca45593c7a67688408ce5d73-refs/heads/master@{#555651} (32/64 bit)
OS: Windows(7,8,8.1,10), Linux(14.04LTS)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://settings/help page and click on 'Report an issue' option.
(2) Press Shift+Esc to open task manager, then end process of shockwave.
(3) Observe blue highlight .

Actual: Blue highlight appears broken for 'App:Feedbacck' task after terminating shockwave process.

Expected: Blue highlight should appear properly for 'App:Feedbacck' task after terminating shockwave process.

This is a non-regression issue, seen from M60 build #60.03072.0

Note: Issue is not seen on Mac(10.12.6,10.13.1,10.13.5)

Update:

Still able to reproduce the above issue on Windows (7,8,8.1,10), Linux(14.04LTS)OS using latest canary #72.0.3608.4 .
