What steps will reproduce the problem?

What steps will reproduce the problem?
(1)Sign in to user ->Now go to above URL -> download any file
(2)Now go to Files App  -> Select downloaded video -> Right Click and select 'Open with Video Player' option 
(3)Now observe for few seconds black screen is seen and then video plays
(Please refer Video and Screenshot)

Expected: No such Black screen should be seen on opening video in Files App
Actual: Instead on opening video for few seconds black screen is seen 

This is Non-Regression Issue seen from M-62

@fukino : Please confirm the Issue

Note: In Files App -> select Video -> press 'Space' for general information page -> observe video plays directly without any black screen
(Please refer 'Expected_NoBlackScreen' video)
