Chrome Version: M68

What steps will reproduce the problem?
(1) Provision Chromad device, log in with first (main user), log out
(2) Delete user
(3) Try adding it back (Add Person) and logging in

What is the expected result?
You can log in.

What happens instead?
Chrome crashes, restarts, you see the offline login pods.
