RelaunchNotificationPeriod documentation isn't very clear for Chrome OS admins.

RelaunchNotificationPeriod makes reference to RelaunchNotification in such a way that is confusing to Chrome OS admins -- the latter policy setting does not exist for Chrome OS.

Improve the doc comment for RelaunchNotificationPeriod.

The new text makes it more clear how the setting impacts Chrome OS vs
Chrome browser.
