Input coordinates incorrect with display scaling enabled

Issue description

Chrome version:68.0.3416.0 (Official Build) dev (64-bit)

OS: Chrome

Repro steps:
1. Install VS Code using deb package and install dependencies 
2. Launch VS Code
3. VS Code launches
4. When using the pointer clicking on various elements within visual code fails to register such as the menu bar (File, etc).
5. Within the IDE text editor, clicks seem to select other parts of the code rather than where the mouse pointer is actually located. 
6. Restart VM and launch VS Code
7. VS Code works as expected and pointer interaction is accurate
8. Maximise window within Chrome OS and the pointer becomes inaccurate again and I can no longer click on the menu bar. 
9. Restore window size and everything works as should. 

Expected: Expect mouse clicks to be accurate
Actual: Not accurate or not responsive at all

VS Code package: code_1.22.2-1523551015_amd64
Reproducible: 10/10

 
Doesn't reproduce for me.

What internal display size are you using (chrome://settings/display)?

Does it reproduce if you set size to 100%?

Display at 70%. Not reproducible at 100%.
