Build failure after EAPI 6 upgrade in gobi-cromo-plugin

Issue description

RunCommandError: return code: 1; command: /b/c/cbuild/repository/chromite/bin/cros_sdk -- emerge-stout -p --cols --quiet --root /var/empty -e virtual/target-os

- chromeos-base/gobi-cromo-plugin-9999::chromiumos (masked by: missing keyword, invalid: DEPEND: USE flag 'test' referenced in conditional 'test?' is not in IUSE)
- chromeos-base/gobi-cromo-plugin-1.0.1-r2850::chromiumos (masked by: invalid: DEPEND: USE flag 'test' referenced in conditional 'test?' is not in IUSE)

The following failure appears on the stout paladin.

This CL was part of the change, so I'm wondering if since EAPI 6 supports in_iuse, if that's getting called somehow, and making this break?
