Add a TBR dashboard... and make sure they're actually followed up on

It's basically impossible to keep track of TBRed CLs. We should have a way to track them and ensured that TBRed CLs are actually reviewed.

That's a valid request and I believe it should be routed to Infra DevX team for evaluation (and probably deduplication, since I believe there were talks about something like this already). 

Unfortunately I can't find a corresponding monorail component for this, so CCing few people manually.

Agreed.

"Code Review" seems like the best fit, although I don't think this would be built into Gerrit itself.

Not sure *where* folks would want to go to look for this though.  Potentially a special type of Issue in Monorail with a dashboard?
