WebView CTS O bot not running any tests

Bot is green,

https://luci-milo.appspot.com/p/chromium/builders/luci.chromium.ci/Android%20WebView%20O%20(dbg)

but no tests are run.  I believe it's due to a missing entry in chromium/src/testing/buildbot/chromium.android.json

Working on updating this file.
