reduce brightness of background in vrBrowsing

Issue description

Chrome Version: 67.0.3396.18
OS: android

During DD UX 90% review, feedback was that VR Browsing was too bright and needed to be reduced. THis bug is to track the work needed to reduce the brightness of the background.

Over to gordonbrander@ to come up with the right changes from design perspective, then to tiborg@ to make those changes
 
I thought we said we could do this via component updater. If so, we don't actually need to touch the branch for this, right?
