Transient_invalidation_error in chrome://invalidations page

ENVIRONMENT
OS: all
Chrome: 67.0.3396.30

REPRO STEPS
1. Sign in to chrome with a test account
3. Open chrome://invalidations

ACTUAL RESULTS
TRANSIENT_INVALIDATION_ERROR is displayed

EXPECTED RESULTS
No errors are displayed.

ADDITIONAL INFO
Because of this error, invalidations are not received and the sync data is not immediately propagated to all syncing clients.
