[VR Browsing -> WebVR] WebVR site audio is muted and can't be unmuted

Issue description

Chrome Version: 68.0.3415.0
OS: Android N
Device: Pixel
VRCore: 1.14.190701955

Transitioning from VR browsing to a WebVR presentation seems to block the presentation's audio.

What steps will reproduce the problem?
(1) Enter VR browsing
(2) Go to https://mrnmnm.com/
(3) Press Enter VR button
(4) Use controller to try and change the volume

What is the expected result? Sound plays from the WebVR presentation. Game sound.

What happens instead? Presentation/site/game sound is not heard.

Inspecting the site, it's throwing a "Uncaught (in promise) DOMException: Unable to decode audio data". Probably not WebVR related.

Can't repro this as the site is down for the switch to webXR. Also, this is listed as external, but was a bug ever filed? Feel free to reopen with another site that reproduces the behavior.
