Chrome crashing on tapping Files app icon in tablet mode |

Issue descriptionFrom b/78859413 (66.0.3359.137 beta), while a user is in tablet mode, tapping the Files app icon in the shelf is causing Chrome to crash. I reproduced this on my Caroline as well for 66.0.3359.137 beta - https://listnr.corp.google.com/report/85389969576 I am not seeing this on M67. I think it might be too late to merge a fix back for M66, but would like to investigate to make sure we don't see a regression with this in later versions.
