Migrate extensions install_signer to network service

chrome/browser/extensions/install_signer.cc currently uses URLRequestContextGetter and URLFetcher to make network requests. As a part of network servicification, we need to migrate install_signer to network service's URLLoader and NetworkContext APIs.
