Currently, if chrome://net-export fails to create the selected file, it will pretend nothing bad will happen and will look like it's logging (and will actually do some of the work for it), while it has no chance to succeed.

After https://chromium-review.googlesource.com/c/chromium/src/+/1016669 it will silently go back to the initial page, which is less misleading, but is still somewhat confusing as the error is never reported to the user. 

It probably should be.
