What steps will reproduce the problem?
(1)  go to "Chrome Web Store" 
(2)  click "Themes", download "Flying Paint" to change Chrome Browser theme
(3)  open the incognito window, and open few NewTabPages. Then check the tabs and font size.

What is the expected result?
Tabs/font should appear without the issue, (image1.png).

What happens instead?
The font looks bold and tabs area is transparent.  (Please see the image2.png, image3.png)


Please provide any additional information below. Attach a screenshot if
possible.
The font/tabs area are properly displayed with the default theme and "Minimalist Themes" themes on WebStore.
