That's not CQ, that's Gerrit -- you somehow managed to vote CQ+2 first time on PS#1, even though CL had already PS#2. Hence, CQ service never saw CQ+2 vote on latest aluo@google.com (ie PS#2).
Please, file go/gerrit-bug and complain about these weird votes.
