Opening filesystem PDF in new window (window.open) shows about:blank

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.18 Safari/537.36

Steps to reproduce the problem:
1. create a filesystem pdf 
2. try to open the filesystem pdf using window.open (filesystem://....)
3.window open with about:blank 

What is the expected behavior?

What went wrong?
I know that something similar was recently implemented for Data URIs for security reasons. Was this done for the same reason? If so, when do you expect this change to reach production?

Did this work before? Yes Works on Beta 67.0.3396.18. I think it was working on Canary prior to May 1.

Yes, this is a result of  https://crbug.com/811558  for which the fix landed early this week. The reasoning is indeed similar to data URLs (link to blink-dev thread: https://groups.google.com/a/chromium.org/forum/#!topic/blink-dev/X7rZeU93vjw )

The change will follow the standard Chrome waterfall, so you can expect it to reach stable channel in July or August.
