CQ is failing in RegenPortageCache stage

master-paladin builders are failing in the RegenPortageCache stage with this error:

AssertionError: ebuild not found for 'chromeos-base/chromeos-libassistant-0.0.118487-r1::chromeos'

Looks like maybe a bad uprev.
