[MacViews] Refreshed omnibox opens menu on focus

Issue description

Chrome Version: 68.0.3417.0
OS: macOS 10.13.3
What steps will reproduce the problem?
(1) #top-chrome-md set to "Refresh", #views-browser-windows enabled
(2) Visit almost any URL (for reasons I can't quite understand, this does NOT happen on google.com)
(3) Focus the omnibox either with mouse or Cmd-L

What is the expected result?
Omnibox menu doesn't open.
What happens instead?
Omnibox menu opens. This traps keyboard tab traversal of the topchrome in the omnibox menu.

Likely related to zero suggest; the omnibox is supposed to regularly open on focus.

I'm not sure why this would relate to top-chrome or views, unless you are running them with different configurations (syncing versus not, etc.).

Hey -- It's expected that the Omnibox opens on focus sometimes.

However, we should still be able to exit keyboard tab traversal.

The root cause is the same as a different issue, which I've duped into below.
