QuotaExceededError - Disk Size < 1GB

Issue description

Steps to reproduce the problem:
1. Make sure device memory available is below 1GB
2. Run a web app that stores files in Application Cache on initialization

What is the expected behavior?
The web app initializes correctly without any error and all the files are store on Application Cache

What went wrong?
Application is not initialized, because of QuotaExceededError with message "Failed to commit new cache to storage, would exceed quota".

Does this work in other browsers? Yes

Chrome version: 66.0.3359.106  Channel: stable
OS Version: 7.0
Flash Version: Shockwave Flash 28.0 r0

By analysing chromium release notes of version 66, it was found a commit that may be related with the problem, where it says that the storage mechanism was changed from disk percentage to fixed value of 1GB for kMustRemainAvailable.
