Regression: Overlapped focus is seen between three dot menu button and space key of onscreen keyboard

Chrome Version:68.0.3416.0/10638.0.0 dev channel Daisy, Candy,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover Build >> In OOBE, enable On-screen keyboard
(2)Keep the VK in Floating mode
(3)Hover the mouse on 3 dot menu button beside Space and observe

Actual: Overlapped focus is seen for 3-dot menu and space key
Expected: No such overlapped focus should be seen

This is a Regression issue as same is working fine in 68.0.3405.0/10614.0.0 dev

Note:
1.Issue is not seen in Linux,Windows OS
2.Issue is also seen in Sign in user

In OOBE page, can't enable floating flag. So can't repro the bug.
