Tapping an input type=file crashes Chrome

Steps to reproduce the problem:
1. Open attached testcase
2. Tap the "browse" button

What is the expected behavior?
Android file or photo picker is opened

What went wrong?
Chrome crashes (see attached video).

Did this work before? Yes 64.0.3282.137

Does this work in other browsers? Yes

Chrome version: 66.0.3359.126  Channel: stable
OS Version: 6.0.1
