Regression: Gap is observed in Bookmark item and other bookmark.

Issue description

Chrome Version : 68.0.3417.0 (Official Build) dd2d3effe08392fcd5277bf052c2d3ebbeaf8cd1-refs/heads/master@{#555217} 32/64-bit
OS : Mac OS X(10.12.6,10.13.1,10.13.5) 

What steps will reproduce the problem?
1.Launch chrome, click on bookmark ion in omnibox, On bookmark overlay select 'Other Bookmark' option from folder dropdown.
2.Bookmark the page and click on Other Bookmark option in bookmark bar.
3.Observe

Actual Result : Gap is observed in Bookmark item and other bookmark.
Expected Result : No Gap should be observed in Bookmark item and other bookmark.

This is a regression issue, broken in M-68 and will below is the bisect using old script:
Good Build : 68.0.3415.0(Revision:554688) 
Bad Build : 68.0.3416.0(Revision:554961)

1.Error shown while doing with new-script(RuntimeError: We don't have enough builds to bisect. revlist: [])
2.Unable to provide bisect using per-revision script,Hence providing bisect with old script.
