Keyboard gets destroyed after special steps

Version 68.0.3416.0(Official build) canary (64 bit)
Platform 10635.0.0（official build) canary-channel link 
Firmware Google_Link.2695.1.169


REPRO STEPS:
1.Switch to any Floating keyboard ->Sign out
2.Select "Add a person" ->Focus on Email input-box ->Switch to Floating keyboard ->Click "Back" (to cancel adding person)
3.Sign to ChromeOs
4.Put cursor into any input-box

Actual result: 
2.1 Keyboard gets destroyed.
4.1 No any keyboard pop up. (No any keyboard pop up, even after i tried switching another language/A11ly, click Emoji/HW/Voice icon from the opt-menu) 
Seems there's no way to make VK pop up, unless sign out then sign in again.

Note:
Checked flags for #virtual-keyboard and #floating-keyboard are enabled.

This issue does not repro on clapper.

More findings:
If DO NOT switch to Floating keyboard then Sign out, then do steps #2~4, result will be different, please refer to the attachment <Dock mode.webm>.
