Casting videos to hangouts is delayed and choppy for other meeting participants when using MacOS

Issue description

Chrome Version       : 66.0.3359.139

OS version               : 10.134

What steps will reproduce the problem?
(1)Join meeting
(2)Cast a video from drive to meeting with smooth motion option
(3)

What is the expected result?
Video plays to meeting without being choppy

What happens instead?
Video consistently freezes during playback on other computer. 

Tested the same scenario with a pixel 2 Chromebook without the issue occuring.

This issue is very important as I need to show that video to external
partners on a confidential project daily. If this is not resolved I will
have to order a Chrome book, which is a high cost to fix a bug. Thanks!

Unable to test this issue from TE end as we do not have chromecast device to test this further. Could someone from Inhouse team please help in triaging this further. Hence adding TE-NeedsTriageFromHYD label.

Marking as a dupe of  issue 809867 .

This should only impact Chrome 66 and is not mac specific, a fix has already been landed in Chrome 67 so if it's possible to switch to beta channel that may resolve the issue (if the pixel 2 Chromebook was also on Chrome 66 then something else may be going on).

Also for testing note in comment #3, a chromecast device is not needed to verify this as the endpoint is to a Hangout, not a physical chromecast device, see https://support.google.com/chromecast/answer/6320939 for help on setting that up.

Now my PM is seeing a similar issue and he has to update his Chrome OS. He
wanted to know when you would have a Stable channel fix?

Please follow/comment on  issue 809867  about Chrome 66 fix.

There have been no other fixes requiring a respin of Chrome 66 Stable and no expected timeline to do so at this point. The best advice if an immediate fix is needed to is try Chrome 67 beta (painful on Chrome OS, I know).
