Dragging image from notification popup crashes Chromebook

Issue description

Chrome Version       : 67.0.3396.26
OS Version: 10575.22.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

This is a reproducible crash in the current Dev channel: 

#imagedownloadcrash

What steps will reproduce the problem?
1. find an image in an online search
2. right-click to download it
3. from the notification popup try to drag the image back onto the page

What is the expected result?

The image can be dragged into a site (eg Google Sites) 

What happens instead of that?

A full crash/restart

Can you provide the server crash id from chrome://crashes ?
Found associated feedback report https://listnr.corp.google.com/report/85384878508 but it doesn't have a crash id.

I looked for that specific crash report but it was not clear which one to share.

I generated another crash/restart scenario by downloading/dragging out another image  but no new crash was to be found in chrome://crashes after the restart.
