Chrome master_preferences do not apply

Issue description

Chrome Version       : 65.0.3325.183
OS Version: OS X 10.13.4


What steps will reproduce the problem?
1. Copy template master_preference file from https://www.chromium.org/administrators/configuring-other-preferences and put in place specified by documentation
2. Create new user
3. Open Chrome

What is the expected result? Preferences set by master_preferences file apply.


What happens instead of that? Chrome ignores these settings and loads defaults, ignoring the file.

Just to add in some additional info ... this may just be documentation needing to be cleared up and updated. Per the documentation at the above link:

"A file named "master_preferences" located next to chrome.exe or chromium executable, is used as a template for what becomes users' Preferences file." and "On Mac OS X, for Google Chrome, this file is either of ~/Library/Application Support/Google/Chrome/Google Chrome Master Preferences or /Library/Google/Google Chrome Master Preferences" which leads to confusion.

The file itself, in order to work, is not called "master_preferences" but rather "Google Chrome Master Preferences"

If the page could be updated to reflect this I think the issue would be good to close. The technical operation is working fine, but the discrepancy between documentation and file names leads to the bug appearing.
