content_browsertests sometimes times out on win/cross bot

See https://ci.chromium.org/buildbot/chromium.clang/linux-win_cross-rel/1034 and the next 3 builds.

- passes in 36 min
- times out, over 45 min
- passes in 43 min
- times out, over 45 min

The bot does 64-bit builds, so issue 803591 probably makes it slow enough that swarming hw differences or something cause high enough fluctuations that it times out.

Options:
- make bot 32-bit
- remove test
- shard test on that bot

Since it's just one bot, sharding is probably simplest for now.

Shard content_browsertests 5-ways on linux-win_cross-rel.

The test currently sometimes times out, and even if it doesn't it takes
35-45 min to run.  See the bug for some more details.
